Forbes article by Steven Salzburg examines 1/2-billion dollars wasted each year by Medicare (USA) paying for unscientific chiropractic treatments:

"If we want to start controlling the cost of Medicare, here’s an easy first step: stop covering chiropractic. We will save $496 million a year, and people’s health will improve," he writes.

I read that article a while back, but you must consider that the total amount payed for chiropractic services is only a "drop in the bucket", compared to the total amount payed for all medical services.
Medicare only pays chiropractors for one service-manipulation. Apparently most chiropractors are bad at properly documenting and coding for chiropractic services, but this doesn't mean that the services are not medically necessary or not provided. Or maybe a large number of spinal manipulations are not medically necessary-either way, looking at the big picture, it isn't a big deal.
